威尔（詹姆斯·贝吉·戴尔 James Badge Dale 饰）从事着一份极为神秘的职业——美国政府政策研究员，整日和高级机密打交道的他自然无法享受寻常生活的幸福和快乐，整日里独来独往的威尔个性变得越来越孤僻。一次偶然中，一位名叫坦尼亚（Lauren Hodges 饰）的女同事找到了威尔，希望他能够帮她解一个字谜，让威尔没有想到的是，这个字谜的答案竟然指向了一直潜伏在美国政府中的“第四个部门”。
