科学家们研制出了一种可以制造生化武器的病菌，凡是感染上这种病菌的人，会在极短的时间内患上多种不治之症，病发身亡。这种生化武器一旦落在居心叵测之人的手中，后果不堪设想，一场生化武器争夺战在各个国家之间展开了。
杰克（史蒂文·西格尔 Steven Seagal 饰）曾经是一名CIA的特工，遭人利用的他无意之中将装有病菌的器皿放进了自己的旅行包中，这一消息很快不胫而走，各国都派出了杀手想要截胡。杰克有一个可爱的女儿阿曼达（斯凯·班尼特 Skye Bennett 饰），手无缚鸡之力的她自然成为了众矢之的。阿曼达遭到了绑匪的绑架，为了救出女儿，杰克必须勇闯敌窟。
