本片根据真实创业事迹改编。
故事发生在国家级贫困县——河北青龙满族自治县龙王庙乡。
青龙满族自治县农民张国强提出将青龙（俗称满乡）传统美食粘豆包产业化的想法，得到了县里主抓扶贫工作的王县长的肯定，却遭到了亲兄弟家富和家人的一致反对。顶着家人的反对和村民的质疑，满丰豆包厂建成投产，粘豆包销量不错，国强兄弟以为找对了致富门路，却没想到经销商和超市都因产品滞销要求退货，无奈只能关门停产。
致富包变成了赔钱包，家人埋怨国强一意孤行，国强陷入进退两难。
国强整天研究豆包厂的出路，去走访乡亲，调研做粘豆包的配方，终于改良了产品口味，他决定继续投产生产，他想要将超市兑出去解决资金问题，遭到妻子和弟妹的反对，困难之际县信用社给豆包厂提供了助农信用贷款。
再次投产的豆包厂将商标改为具有满乡特色的“在旗”品牌。
再次投产后，粘豆包销量稳步提升，国强家富认为脱贫致富指日可待，没想到粘豆包出现开裂问题，再次要求退货。
豆包厂再次停产，乡亲们都嘲笑国强家富靠粘豆包脱贫致富，爱玲更是因赔钱离家出走，面对内忧外患，国强家富一筹莫展。县里得知情况后，联系相关专家帮豆包厂解决了产品质量问题。国强家富决定再次投产，他们百折不挠的创业精神感动了乡亲们，大家主动借钱给豆包厂再生产，在旗粘豆包终于打开销路。
2018年青龙满族自治县摘掉了贫困帽，国强家富这对“豆包兄弟”继续为“乡村振兴”奋斗着。…
