1959年夏天，庐山会议上对彭德怀的错误批判，使他忍受着被冤屈的巨大痛苦过了六年。 1965年他不计较个人得失，仍接受毛泽东和党中央委派，到成都去任三线建设副总指挥；当时报纸上满载评新编历史剧《海瑞罢官》的文章，矛头直指彭德怀。他强压愤怒，立即投身到三线建设的调查研究之中：他下矿井，钻煤窑，赴工地，到农村，千里跋涉，不辞辛苦；他心系党和国家命运的同时，还关心着普通工人、农民的生活和疾苦。 他怀着对祖国人民高度的责任心、使命感和真正共产党员的博大胸怀，对三线建设提出具有战略性指导意义的意见，可别有用心的三线某领导人却不让他接触军工。 他压抑心中的苦涩，更加快了工作的节奏。 他和工人们同吃同劳动，和年轻战士干同样的活。他为三线建设所取得的成就高兴；为在三线建设中牺牲的烈士流泪；他痛斥违反客观规律的瞎指挥；对某些人的腐化浪费义愤填膺；他随时随地强调党的宗旨是为人民服务。 然而，江青等人并未放过对彭德怀的迫害，他们指使三线建委某些负责人召开会，强迫彭总周围的人对彭总进行所谓面对面的“揭发批判”，欲置彭德怀同志于死地。 悲愤异常的彭总不顾个人的处境安危，拖着病重的身体，继续顽强地工作。随行人员看了无不为之热泪满面，泣不成声。 1966年“文革”爆发之后，形势极其险恶，彭德怀置即将降临的灭顶之灾于不顾，到贵州六盘水煤矿洗煤场考察，被正义激奋得热血沸腾的战士们向他们的彭总致敬，雄壮的、排山倒海的《中国人民志愿军战歌》、《国际歌》歌声在大山中回荡。 彭德怀向千百万战士肃然敬礼，大山、红旗、战士在苍天下肃立，目送彭德怀向远处走去—— 山高万刃，无欲则刚。 彭德怀站在山顶上，极目远眺，他望着血红的夕阳，坚定地说：“我就是死，也要像这太阳一样，来一次最后的辉煌。” 影片最后现出字幕：彭德怀同志在长期革命斗争中养成了志存高远、顾全大局、忍辱负重的可贵品格。当受到不公正待遇身处逆境时，他依然心怀革命全局，自觉遵守党的纪律，刚正不阿，坚持真理。他的这种气节，尤为感人。（选自江泽民主席在纪念彭德怀诞辰九十五周年座谈会上的讲话）
