恶霸万光华因见周神医不能救其子一命而要杀其全家,自己反被侠士小白龙所杀.华之师弟万冲本乃汪洋大盗,他杀掉即将上任的官员黄伯文,然后,假扮他令旧官程伟明护送官银.途中冲派人抢银,龙现身救明,并将官银送返明家.不久冲将龙及明生擒,忽又有蒙面人相救.此人为伯文之子后成,欲与龙,明连手杀冲报父仇.冲聘武林高手对付他们.龙中暗器昏迷,成找神医相救,自己却被冲捉去.神医嘱龙勿杀冲,因其师老道人必会报仇.但龙仍坚决前去.明救出成,成与龙大战冲,老道人出现,三招了亦尾随而至,三招过后他丢下帽子离去,龙明白三招了要暗示老道人死穴所在,他遂以剑插其头顶,成亦亲手杀冲,为父报仇,龙继续上路锄强扶弱.
