浩哥因欠了赵地主的粮食还不上遭到威胁，不得已带着三个兄弟到日军仓库偷了军粮。赵地主认得是日本军粮不敢收，土匪孙大脑袋心眼多不想买，浩哥只好拿回家吃，他的相好小寡妇发现是日本军粮后劝说浩哥归还。时机不巧，日本人已经因为丢粮加强戒备，而原路返回时袋子漏米撒了一路，日本人天亮后顺着痕迹找来将几人绑走。在刑场，浩哥遇见效仿他们偷军粮被抓的孙二。正当几人人要被日军处决时，国际记者正好路过，浩哥不但阴差阳错逃过一劫，还当上了中日友好督察队队长。一边的孙二就没有这个好命，被日本人偷偷枪毙。风生水起的浩哥转眼被扣上汉奸走狗的恶名，被全村人唾骂。浩哥意识到自己被所谓“中日友好”的幌子耍了，已经和全村人形同陌路。他一怒之下联手孙大脑袋手刃日本小队长，给孙二报仇，也扭转了名声。日本人火了，直接屠了二龙湖村。浩哥带着兄弟们与日本人进行了惨烈的殊死搏斗。最终，浩哥在日军仓库与日本大队长同归于尽。
