穷凶极恶、臭名昭著的恐怖组织爆炸党，在东南亚地区犯下累累罪行，为了金钱他们杀人放火、勒索绑架，无恶不作。同时他们行踪诡秘，小心谨慎，令各国警方抓不到任何把柄，反倒因此损兵折将，为此大为苦恼。
为了彻底铲除这群暴徒，警方请来正在休假的女特警009，代号铁观音（何莉莉 饰），请她打入爆炸党内部获取情报。化名艾丝的铁观音来之河内，与另一位负责前期调查的探员保罗接头，谁知对方却在会面时当场暴毙。而在追踪联络者的路上，艾丝又误入对方的圈套，几番缠斗后几欲丧命。关键时刻，多亏有过一面之缘的邓雷（唐菁 饰）相助方得脱身。他们联手开始了摧毁爆炸党的战斗……
