济公原是天上伏虎。一次与众仙打赌：若在凡间一个时限内令3名凡人肯为他牺牲便为胜，否则重受轮回之苦。伏虎来到人间皈依我佛，叫济公。他首选3人：一名为被上天所罚的九世乞儿，一名为妓女，一名为杀人的大盗。在济公的鬼马机智的安排下，他与3人建立了很好的关系：两男被济公感化，那名妓女则情深意切地爱上了济公。然而济公不能接受凡尘之爱，为让她死心，济公令肉身假死；谁知痴情人闻死讯后竟然投河自尽。济公由此感叹人间之真情，遂放弃了小乘修为，留在凡间。
