在一座东北县城内，拥有导演梦的落魄摄影师李志龙和助理包子，来到洗浴中心“亚龙湾”，完成一次特别的私房照拍摄工作后，不仅丢了相机，还无意中拿错了洗浴中心老板金四的虎皮。出乎意料的是，一对鸳鸯大盗莱哥和胖妮偷了他们的相机，相机无意间拍下了洗浴中心经理阿涛和老板四叔的女人朱莉偷情的视频，一系列的误会引发了连锁反应，混乱的困境让大家都一筹莫展。焦灼间，几拨人马因为各自的目的，相继回到洗浴中心，老板金四准备将澡堂改造为养老休闲服务中心，而阿涛正在酝酿一场蓄谋已久的夺取公章行动。他们这群看似毫无关联的小人物，被真假两张虎皮和一部相机聚集在一起，卷入澡堂权力纷争之中，展开了一场令人忍俊不禁的冒险之旅……
