海员王海龙因误杀一名日本水手，潜上一艘开赴日本的船只，途中发现这是一艘走私船船将靠岸，龙被发现，一场激战后，龙为私枭胁迫，捉他向后台老板金毛皇帝报讯，后龙趁机逃跑。龙逃脱后无处容身，偶到一餐馆，老板资助他寻找表兄小李，后龙住于李家。某次，龙在散步时勇救被调戏的淑子，双双堕入爱河。调戏淑子的正是金毛手下，遂向金毛报告。淑子之父高品探长得线报，知道金毛将接一批私货，准备一举消灭歹徒...
